The Cape Town Central City Improvement District (CCID) is responsible for maintaining public order and safety across a 1.6 km² area of Cape Town’s high-density Central Business District (CBD), covering over 450 commercial and retail properties. With growing demands on urban patrol and public safety, CCID faced serious challenges in its communication and patrol systems, particularly in terms of equipment durability, operational efficiency, and city-wide coverage. There was a pressing need for a more robust and intelligent communication solution.
Challenge
CCID’s previous radio system suffered from significant limitations that affected both daily operations and emergency response. The annual failure rate of the existing radios had reached 42%, primarily due to harsh outdoor environments and rough handling by personnel. The manual patrol check-in system in use was not only inefficient but also vulnerable to false reporting, undermining accountability. Moreover, the narrow communication range of the old equipment could not meet the coverage demands across the sprawling urban area, leading to communication blind spots and delayed coordination during incidents.
Solution
To address these challenges, Inrico provided CCID with a reliable and cost-effective communication upgrade centered on the T522A rugged PoC (Push-to-Talk over Cellular) radio. This solution brought durability, intelligence, and extensive coverage to Cape Town’s urban patrol system.

Designed to endure the rigors of field operations, the T522A radio features a reinforced casing that withstands drops, dust, and moisture. This significantly reduced device failures and maintenance costs, ensuring uninterrupted use in demanding urban environments.

Seamless City-Wide Communication
Leveraging public cellular networks, Inrico’s PoC system offers wide-area coverage across the entire CBD. This overcame the coverage limitations of the previous system and ensured that patrol officers, response units, and control room operators remain connected at all times. The system supports real-time group calls and individual communication, enabling faster coordination and improved situational awareness.

Smart Patrol Management with NFC
The built-in NFC functionality allowed CCID to digitize and automate the patrol check-in process. Officers now tap their radios at designated checkpoints, enabling real-time patrol logging and reducing the risk of inaccurate or falsified reporting. Additionally, the dedicated one-touch emergency button allows security personnel to instantly report urgent situations, triggering immediate response protocols from the 24/7 control center.

Enhanced Response and Tangible Results
Following a successful pilot deployment, the Inrico T522A radios were rolled out to all CCID Public Safety Officers (PSOs). These officers, easily recognized by their bright green uniforms and CCID-branded caps, now operate with greater efficiency and coordination. The improved communication system has enabled CCID to act as the first responder for incidents within the CBD, achieving an average response time of under five minutes.
Since its establishment in 2000, CCID has contributed to a 90% reduction in crime in Cape Town’s Central City.
